I feel that a note would only be necessary if it was possible to move Michel between branches. There are no agents that can be moved between Connections/Secrets/Forces once they are recruited, so a note stating that this operation doesn't do something that isn't possible is redundant. Once I did work it out, I dismissed it as irrelevant to the operation, which is about assigning Michel work and not about recruiting him to a different branch of the Inquisition. I therefore recommend that the note stay, so that other people reading it do not have the same confusion. I found the naming of the War table confusing because it has nothing to do with his assignment.
